In 1397, studies entitled “Diagnosis Report” was prepared on the status of Taleghan and Amirkabir watersheds in Alborz province and Lar, Latian, and Mamlu watersheds in Tehran, by “The Urban Planning and Architecture Research center of Iran.” This study was commissioned by the Ministry of Roads and Urban Development. The contract “Spatial-operational organization plan of the catchments of the five dams of Tehran drinking water supply” (with the approach of maintaining the security of drinking water resources and sustainable tourism), was notified to this consultant in 1399.

These studies were designed with a “strategic-participatory” approach, with the development of a new spatial-spatial methodology and with an emphasis on creating a constructive synthesis between the three dimensions of “maintaining drinking water security” and “sustainable tourism” and paying attention to “local community life.”
One of the strengths of these studies, in addition to the new methodology designed for it, is special attention to the feasibility of the project (by defining the structure of integrated catchment management and conflict management strategies and finally determining strategic responses at national, regional and catchment levels). The five dams studied). The Supreme Council approved the plan in the “Taleghan” and “Amirkabir” catchments of Urban Planning and Architecture of Iran in 1399. The catchment plan of the remaining three dams is under approval meetings.
